北京市首都公路发展集团有限公司（简称“首发集团”）为北京市国有独资公 司，1999年成立，负责北京市高速公路、城市道路及配套设施的投融资、建设及运 营管理。截至2024年底，集团资产总额3063.45亿元，所有者权益1311.46亿元。集 团下属4家分公司、12家全资或控股二级子公司，参股中铁京雄（北京）高速公路 发展有限公司等7家公司，员工队伍1.39万人。自成立以来，首发集团在市委、市政 府领导下，坚持“为人民修路，保交通畅通，尽社会责任，促企业发展”的企业使 命，全面融入国家发展战略和首都发展大局，牢固树立聚焦主责主业、高质量发展 的理念，实现了道路交通、交通科技、静态交通、设施经营和交通枢纽业务的协同 发展。

(referred to as "First  Group") is a state-owned sole proprietorship company established in 1999 in Beijing,  responsible for the investment, financing, construction, and operation management  of highways, urban roads, and supporting facilities in Beijing. As of the end of 2024,  the total assets of the group were 306.345 billion yuan, and the owner's equity was  131.146 billion yuan. The group has 4 subsidiaries, 12 wholly-owned or controlling  secondary subsidiaries, and shares in 7 companies including China Railway Jingxiong  (Beijing) Expressway Development Co., Ltd., with a workforce of 13900 people.
