The 12th China Beijing International High-tech Expo Will be Held in May.

The 12th China Beijing International High-tech Expo (CHITEC), which is jointly sponsored by the Ministry of Science and Technology, the Ministry of Commerce, the Ministry of Education, the Ministry of Industry and Information, China Council for the Promotion of International Trade (CCPIT), State Intellectual Property Office, and Beijing Municipal Government, will be held in Beijing between May 19th and 24th, 2009.
1. The overall program of activities
The 12th CHITEC is a grand event of international exchanges and cooperation in science, technology, economy and trade which is held against the background of the international financial crisis sparking a global economic recession, and China taking a series of policies and measures to promote economic growth, going all out to maintain a steady and fairly rapid development of the economy. It is also the largest state-level science and technology exhibition activity on the eve of the 60th anniversary of the founding of the People’s Republic of China. Taking "scientific and technological innovation leading development" as its theme, the present CHITEC will, in an all-dimensional, multi-level, and multi-perspective manner, show the fruitful results achieved in scientific and technological innovation, independent innovation in particular, during the 60 years since the founding of New China, the supporting role of scientific and technological innovation in building an innovation-oriented country, coping with the international financial crisis, and boosting domestic demand and maintaining economic growth, and the achievements and development space of all provinces, autonomous regions and municipalities by relying on scientific and technological strength to speed up economic restructuring and promote industrial upgrading. The CHITEC will further integrate innovative resources, gather cooperation opportunities, urge investment transactions, and promote the revitalization of industry, so as to set up a service platform to cope with the financial crisis and promote the development of science and technology industries.
The 12th CHITEC will be unveiled on May 19th with the keynote speech session at the Great Hall of the People. From May 20th to 24th, 60,000 square meters of high-tech exhibition, nine project promotions and five thematic forums will be in full swing in over 20 venues around the city.
As the core stage of the CHITEC, its exhibition will be held in Halls 1-8 of the China International Exhibition Center. It will consist of five specialized exhibitions and five comprehensive exhibitions. The specialized exhibitions include: Consumer Electronics and Information Technology Exhibition, Automobile Technology Exhibition, Exhibition of Circular Economy and Energy-saving and Emission Reduction Technology, New Media Technology and Advertising Equipment Exhibition, and Exhibition of Modern Agricultural Technology Achievements in Rural Areas. The comprehensive exhibitions include: Exhibition of Beijing’s Achievements in Scientific and Technological Innovation during the 60 years since the founding of New China, Exhibition of Zhongguancun Independent Innovation Achievements, Scientific and Technological Achievements Exhibition by various provinces, autonomous regions and municipalities, Scientific and Technological Achievements Exhibition by science parks and Interactive Exhibition of Young Students’ Science and Technology Works.
The CHITEC forums and conferences will organize their contents by centering around such hot issues in China's development of economy, science and technology as how to actively meet the challenge of international financial crisis and to boost domestic demand, maintain economic growth and promote development, highlighting the ideological content and the forward-looking and guiding nature. The main events will include: “International Forum on the Development of China’s High-tech Enterprises”, “China’s Financial Summit”, “High-level Forum on the Development of China’s Circular Economy”, “High-level Forum on China’s Energy Strategy”, and "Forum on Scientific and Technological Innovation and Urban Management".
In accordance with the actual needs of China’s economic development and its enterprises opening up international markets, business talks and promotion activities will include nine sessions. They are: International Fair for Investment Projects, Overseas Investment Promotion for Chinese Enterprises, thematic promotion of "Sharing Opportunities in London Olympic Games", Promotion of Scientific and Technological Achievements and Business Cooperation Projects, 2009 China International Conference on Scientific and Technological Innovation in Industrial Energy Saving and Emission Reduction, Promotion of U.S. Government Procurement Projects, Communications among Chinese Scholars Studying Abroad on International Science and Technology Projects, the CHITEC Personnel Recruitment Fair,and the Online Job Fair.
2. Main characteristics
The preparatory work period for the 12th CHITEC coincided with the international financial crisis beginning to affect the global economy. International and domestic economic situation greatly influenced CHITEC: CHITEC’s invitation for exhibitors, participants and overseas guests as well as the organization of overseas delegations met with unprecedented pressure. Faced with these challenges, the Office of the Organizing Committee took positive measures to make innovations in the contents of its activities, improve CHITEC’s professional level and its level of internationalization, and expand the service areas, so as to set up a service platform to respond to the financial crisis. The present CHITEC highlights the following four characteristics.

1) Highlight the theme of coping with the crisis
Keeping close to the theme of "scientific and technological innovation leading development", and focusing on the main line of the 60th anniversary of the founding of PRC, CHITEC will prominently display the great achievements in China's scientific and technological development, especially in independent innovation, so as to reflect the pioneer role of high-tech leading economic development. Taking the opportunity of becoming the first national demonstration zone for independent innovation and centering around the theme of "High-tech guaranteeing growth, and innovation promoting development", Zhongguancun will focus on the introduction of its policy environment and development strategy, and display a number of the world's leading scientific and technological achievements. Beijing Science and Technology Commission will hold the Exhibition of Beijing’s Achievements in Scientific and Technological Innovation during the 60 years since the founding of New China, which will, from such angles as science and technology promoting economic growth, promoting social development, promoting the improvement of people's livelihood and promoting the construction of an environment for innovation, display Beijing’s fruitful results in independent innovation achieved in recent years and its 60 years’ glorious history of scientific and technological development since the founding of New China. Centering around coping with the international financial crisis, CHITEC keynote speech session and its forums and conferences have all set up targeted annual themes. The keynote speech session will invite senior officials of international organizations and two Nobel Prize winners in economics to deliver speeches focusing on scientific and technological progress and business cycles, effectiveness of government intervention in the financial crisis, technological innovation and the growth of small and medium-sized enterprises. CHITEC forum activities will, from different perspectives and at various levels, discuss the development of high-tech industries against the background of the financial crisis. "China's Financial Summit", centering around the theme of financial innovation and financial security, will focus on such issues as the impact of financial crisis on China's finance industry, the trend and strategy for high-tech enterprises getting listed, private equity investments and construction of regional financial ecology. "China International Forum on the Development of High-tech Enterprises" will explore such issues as corporate responsibility under the financial crisis, enhancing the capability of independent innovation of enterprises, and strengthening the technical transformation of high-tech enterprises. Centering around promoting the industrialization of scientific and technological achievements, CHITEC economic and trade negotiations will highlight in a comprehensive manner the combination of technology and industry, from the interpretation of industrial policies to business project cooperation, from inviting people from abroad to explain their procurement policies to participating in foreign material procurement, from issuing provincial and municipal policies to invite business and investment to organizing the signing of major high-tech projects, so as to strive to build a solid and practical service platform for the transfer of and trade in scientific and technological achievements. We stick to the intension-type development path, and embody fully the principle of being frugal, professional and capable in running the CHITEC. We have minimized the number of insignificant links in content design, activity arrangement, reception, etc. so as to concentrate our efforts on doing a good job in such activities and links which are most needed for market and industrial development.

2) Strengthen innovation to achieve effectiveness
The preparatory work of the present CHITEC has further strengthened innovation and emphasized practical results. First of all, we have strengthened innovation both in the content and form. The five forums and conferences have all included new themes and contents. “High-level Forum on China’s Energy Strategy”, while discussing such hot topics as international oil price volatility and energy strategies, low-carbon economy and structural adjustment, clean electricity and coordinated development, will invite groups involved in the procurement of oil equipment from Russia and Iran to carry out exchanges and negotiations with Chinese enterprises on oil material and equipment procurement demands. “High-level Forum on the Development of China’s Circular Economy” will focus its discussion on such topics as ecological civilization construction, the promotion strategy for energy-saving and emission reduction industries, "green transport" and urban development, urban greening and pollution control. Economic and trade talks have made innovations in such links as project gathering and promotion, the introduction of investment environment and trade negotiations. In the overall layout of activities, we have further strengthened the interaction between exhibitions, forums, trade talks, online virtual exhibition hall and the keynote speech session, linking them up closely through the theme of "scientific and technological innovation leading development" so as to form an activity system of intrinsic mutual interaction and echoing. Secondly, based on the actual situation and aiming for effectiveness, we have organized central ministries, enterprises, institutions of higher learning in Beijing to release major high-tech investment projects and conduct business negotiations, using the CHITEC platform effect to promote the industrialization of major scientific and technological achievements. We have helped enterprises interpret policies, strengthened the intermediary services for overseas investment, seized the hot spots to provide specific opportunities for businesses to open up international markets, and helped high-tech enterprises with all our efforts to go international so as to provide a full range of services for enterprises to open up international markets. The thematic promotion of "Sharing Opportunities in London Olympic Games" will invite the London Development Agency and Board of Investment to give a detailed introduction to trade and investment opportunities brought by the Olympic Games in London, the investment rules, bidding procedures and the specific participatory methods so as to promote Chinese enterprises to participate in the London Olympic material procurement bid, and help Beijing Olympics scientific and technological achievements to go to the international market. Promotion of U.S. Government Procurement Projects, taking “entering the U.S. government procurement market to show the Chinese brands" as the theme, will invite the U.S. Federal Procurement Authority to introduce the U.S. government’s procurement policies, procedures and the main channels so as to build the platform for Chinese enterprises to participate in international competition. Promotion of Scientific and Technological Achievements and Business Cooperation Projects will conduct consultation, promotion and negotiation related to projects in such key areas as the plans to revitalize China's top ten industries and industrialization of national scientific and technological achievements, and invite well-known experts to explain such topics as science and technology project application and the operation practice to apply for state support and funding.

3)Integrate resources to form a concerted effort
The preparatory work of the present CHITEC has received strong support from all the sponsors, which has provided a solid organizational guarantee to ensure the specifications and level of this state-level activity. Integration of the resource advantages of the sponsoring central ministries and the Beijing municipality to form a systematic synergy is another distinct characteristic of the current CHITEC. For the first time, CHITEC this year has provided free booths for the sponsors to invite and organize enterprises to participate in the exhibition. The Ministry of Science and Technology and the Ministry of Industry and Information focus on recommending and organizing major projects with the latest national scientific and technological achievements and high-tech enterprises in the field of energy-saving and emission reduction to join in the exhibition to show in a concentrated manner China's significant results in scientific and technological innovation. The Ministry of Commerce will organize some new media and e-commerce businesses to participate in the CHITEC exhibition with an area of nearly 1000 square meters. CCPIT will organize contents in such aspects of legal service for international trade as law and arbitration for the exhibition. The Ministry of Education and the State Intellectual Property Office are also involved at different levels in related activities. The substantive participation of all the sponsors has continuously enriched the content of CHITEC activities, and laid the foundation to expand the impact of CHITEC and create activities of an international brand.

4) Build a platform to provide good services
The preparatory organizational work for the present CHITEC has focused on further improving the service and reception for fraternal provinces and municipalities to attend the CHITEC. The Office of CHITEC Organizing Committee has intensified its work on the special section of the official website for various provinces and municipalities, combining the publicity of provincial and municipal policies and measures, development environment and key projects with their participation in CHITEC activities so as to promote in a comprehensive way their work for investment and business invitation and for economic and technological exchanges and cooperation. We continue to provide venues free of charge for various provinces and cities to conduct promotions, negotiations, and contract signing. We have also provided them with targeted assistance for the pre-docking of projects and the invitation of businessmen so as to provide convenient services for various provinces and municipalities to publicize their science and technology policies and measures and their development environment to encourage innovation. Hunan Province will organize the big conference for industrial undertaking and the promotion of industrial parks. A dozen provinces, autonomous regions and municipalities including Guangxi, Tibet, Qinghai, etc. will organize promotion activities at different levels. At the same time, combined with the requirements of building “People’s Beijing, High-Tech Beijing and Green Beijing” and promoting the revitalization plan of Beijing’s six key industries, the present CHITEC has paid attention to strengthening its service to the districts and counties of Beijing and their businesses, to scientific and technological innovation raising the level of modern urban management, and to scientific and technological innovation promoting the development of high-end industries. "Forum on Scientific and Technological Innovation and Urban Management" will take science and technology management in the integration of urban and rural areas as the theme, and conduct discussions centering around such topics as exploration and practice in the 2.0 mode of innovation, the public administration reform in the process of urbanization, and technological advances and application innovation in urban management under the condition of urban-rural integration.

3. Preparatory progress
Despite the adverse impact of financial crisis, with joint efforts by various sectors, the preparatory work for CHITEC is progressing well. Up to the present, 27 distinguished overseas guests have confirmed or expressed their intention to come to Beijing to attend the CHITEC, including Nobel Laureates, heads of international organizations, government officials, experts and scholars. Among them are: 2004 Nobel Laureate in Economics Edward Prescott, 2007 Nobel Laureate in Economics Eric Maskin, the OECD Deputy Secretary-General Pier Carlo Padoan, Member of IESCO Presidium and former Norwegian Health Minister Werner Christie, Executive Director of the APEC Secretariat Michael Tay, etc. 18 delegations formed by foreign embassies, chambers of commerce and associations stationed in China from 16 countries will participate in the CHITEC exhibition, including Office of Vienna city government of Austria stationed in Hong Kong, Washington State Economic and Trade Representative Office in China, London Development Agency Office in Beijing, Alsace Region’s Development Agency of France, etc. At present, more than 20 provinces, autonomous regions and municipalities have confirmed their attendance, and 20 provinces, autonomous regions, municipalities and separate planning cities have confirmed organizing delegations to participate in the CHITEC exhibition. Among the enterprises that have committed their participation in the CHITEC exhibition are such internationally renowned multinational corporations as Nokia, GE, ABB, Schneider, etc. A group of domestic backbone high-tech enterprises like Hisense, Changhong, Lenovo, Beijing Orient, Shougang, and VR Vision will display their technological innovation achievements with independent intellectual property rights. The themes, main topics and agendas for the CHITEC forums and conferences have been basically determined, and the speakers are being ascertained. Collection of science, technology, economic and trade projects from various provinces and municipalities before the CHITEC is in full swing, having collected more than 2000 projects. Projects for trade promotions and negotiations include transfer of high-tech achievements from national, provincial and municipal key development projects during the "Eleventh Five-Year" period, industrial cooperation, technology export, and international bilateral and multilateral economic and technical cooperation.
